Pakistan: From sleaze to brazen<\/span><\/h1>\nBY RSN SINGH<\/span><\/span><\/b><\/div>\n\nWas the attack in Keran Sector initiated by Pakistan to garner\u00a0\u00a0 international attention on Kashmir during the recent UN General Assembly\u00a0\u00a0 meeting? Was the Indian Army compelled to call this attack an infiltration\u00a0\u00a0 attempt so as not to derail talks between Manmohan Singh and Nawaz Sharif? Is\u00a0\u00a0 the Indian Army\u2019s operational freedom being circumscribed for diplomatic and\u00a0\u00a0 political reasons?<\/span><\/span><\/div>\nAny Commander, who suggests a time frame which goes beyond a day\u00a0\u00a0 in defeating infiltration by 30-40 infiltrators would otherwise be ridiculed\u00a0\u00a0 and chastised for being preposterous and irresolute in any professional forum.\u00a0\u00a0 Fundamentally, what has evoked this incredulity amongst military professionals\u00a0\u00a0 is that the operations against infiltrators on the LoC in Keran sector are now\u00a0\u00a0 into the 14th day.<\/span><\/span><\/div>\nIf just 30-40 infiltrators can tie-down the Indian Army for two\u00a0\u00a0 weeks then it puts a big question-mark on the nation\u2019s resolve to secure India\u00a0\u00a0 and certainly shrivels the confidence of the citizens.<\/span><\/span><\/div>\nAttack, not\u00a0\u00a0 infiltration<\/span><\/span><\/b><\/div>\nThere is absolutely no doubt that the Indian Army will restore\u00a0\u00a0 the situation at whatever cost. The concern, however, is the untruth being\u00a0\u00a0 bandied about the nature of attack by Pakistan. In his interaction with the\u00a0\u00a0 media, the Army Chief said that there was prior intelligence about the\u00a0\u00a0 infiltration bid and appropriate actions have been taken. It is therefore\u00a0\u00a0 intriguing that why have the operations taken so long. Infiltration once\u00a0\u00a0 detected is defeated as the infiltrators will preserve themselves for another\u00a0\u00a0 opportune time or day.<\/span><\/span><\/div>\nOn the very first day, i.e. 23 September 2013 of the so-called\u00a0\u00a0 infiltration attempt, it was reported that 12 infiltrators had been killed.\u00a0\u00a0 Their dead bodies have so far not been recovered. About a week later, this\u00a0\u00a0 author received message from a very reliable source that Pakistani\u00a0\u00a0 militants\/army had occupied two villages. Having served in that area, I\u00a0\u00a0 treated this message as exaggerated and with the contempt it deserved. I also\u00a0\u00a0 elicited the views of some retired Generals, who at various times were\u00a0\u00a0 operationally responsible in that sector. They too dismissed it outright\u00a0\u00a0 rather in the tenor of rebuke.<\/span><\/span><\/div>\nA few days later, sans the capture of \u2018two villages\u2019 bit, the\u00a0\u00a0 information seemed to be partially right, as the situation had not abated. The\u00a0\u00a0 Corps Commander addressed the media to assuage apprehensions regarding any\u00a0\u00a0 loss of territory to the enemy. He did admit that the fight was on and the\u00a0\u00a0 situation would be overcome. This was on the 12th day following the\u00a0\u00a0\u00a0 \u2018infiltration attempt\u2019!<\/span><\/span><\/div>\nIt became very obvious that the so-called infiltrators had\u00a0\u00a0 entrenched themselves. It was also revealed that they were being provided\u00a0\u00a0 covering fire. The very fact that these infiltrators have taken defensive\u00a0\u00a0 positions and continue to fight betrays the involvement of Pakistan Army. No\u00a0\u00a0 infiltrating body of irregulars or regulars can sustain for so long without a\u00a0\u00a0 logistics supply line. Infiltrators are generally lightly equipped, and at\u00a0\u00a0 best carry small arms, limited ammunition and grenades. Thus they pose small\u00a0\u00a0 challenge, even if in their foolhardiness they decide to fight a defensive\u00a0\u00a0 battle on the ground of their choosing. As per conventional wisdom in the\u00a0\u00a0 army, such operations against a platoon size force should not take more than\u00a0\u00a0 few hours. Reports of reinforcements and use of Special Forces further debunk\u00a0\u00a0 the infiltration theory.<\/span><\/span><\/div>\nAll indicators and reports therefore conclusively prove that the\u00a0\u00a0 enemy action in the Keran Sector was not an infiltration bid, but a calibrated\u00a0\u00a0 and selective attack by Pakistan, probably to bolster Pakistan\u2019s Kashmir\u00a0\u00a0 agenda at the UN.<\/span><\/span><\/div>\nOperations: Hostage to\u00a0\u00a0 diplomacy<\/span><\/span><\/b><\/div>\nThe enormity of the situation began to unravel only when the\u00a0\u00a0 Prime Minister was on his way back from New York. It is impossible that the\u00a0\u00a0 Prime Minister was not apprised of it while he was in the US. Significantly,\u00a0\u00a0 his delegation also comprised the National Security Advisor, Shiv Shankar\u00a0\u00a0 Menon.<\/span><\/span><\/div>\nThe attack in the Keran Sector from across the LoC was in\u00a0\u00a0 coordination with the attack on the armoured unit in Samba, in close proximity\u00a0\u00a0 to the International Border. While the latter terrorist attack was widely\u00a0\u00a0 publicized, the attack across the LoC was down-played as infiltration attempt.\u00a0\u00a0 Talks with Nawaz Sharif took primacy above the security of the country. Was it\u00a0\u00a0 on the volition of the Prime Minister or was he prodded by other international\u00a0\u00a0 quarters? The same question continues to exercise the feelings of the Indians\u00a0\u00a0 regarding the outrageous position of India vis-\u00e0-vis Balochistan at\u00a0\u00a0 Sharm-el-Sheikh in 2009. This sell out was at a time when the Indian blood\u00a0\u00a0 spilled in 26\/11 had not even dried. In one stroke, the Prime Minister had\u00a0\u00a0 made India into a perpetrator of terror rather than its\u00a0\u00a0 victim.<\/span><\/span><\/div>\nThe series of terrorist attacks across India emanating from\u00a0\u00a0 Pakistan should have incrementally led to \u2018zero tolerance\u2019. Instead, the\u00a0\u00a0 entire government machinery presided over by the Prime Minister has been\u00a0\u00a0 engaged to inure Indians to treat terror as \u2018routine\u2019. It has done this by\u00a0\u00a0 politicizing terror. Resolute and patriotic officials in states are being\u00a0\u00a0 hunted through some unsavory and notorious central agencies. Some unabashed\u00a0\u00a0 leaders close to the establishment labelled 26\/11 as an act of so-called\u00a0\u00a0\u00a0 \u2018Hindu Terror\u2019. This very year in April, there were blasts in Boston in the US\u00a0\u00a0 in which three persons were killed. In the same period, there were blasts in\u00a0\u00a0 near the BJP office in Bengaluru, 16 persons including 8 policemen were\u00a0\u00a0 injured. Leaders of the establishment tried their best to give the Bengaluru\u00a0\u00a0 blast a political colour. The Prime Minister conveyed his deep felt condolence\u00a0\u00a0 to President Obama on the Boston blast, but the casualties in Bengaluru in his\u00a0\u00a0 consideration did not deserve such gesture. One did not expect such abominable\u00a0\u00a0 politics from a selected prime minister. The perpetrators of Bengaluru blast\u00a0\u00a0 have been finally identified and belong to the Islamic Liberation\u00a0\u00a0 Force.<\/span><\/span><\/div>\n26\\11: The tipping\u00a0\u00a0 point<\/span><\/span><\/b><\/div>\nIn the Pakistani establishment, prior to 26\\11, there was some\u00a0\u00a0 trepidation of possible retaliation by India to terrorist attacks emanating\u00a0\u00a0 from its soil. There is a perceptible attitudinal and behavioral change now.\u00a0\u00a0 Personal experience and interactions with the large number of security\u00a0\u00a0 personnel in the army, the police and the intelligence agencies, unambiguously\u00a0\u00a0 substantiate that the tipping point was 26\\11 beyond which Pakistan began to\u00a0\u00a0 view Indian security establishment with disdain. The disdain and nonchalance\u00a0\u00a0 is apparent on the borders, in the aftermath of terrorist strikes, as well as\u00a0\u00a0 television debates. The sneer and brazenness of Pakistani participants in such\u00a0\u00a0 debates conducted after every terrorist attack is unmistakable and borders on\u00a0\u00a0 slur.<\/span><\/span><\/div>\nOne Pakistani retired Admiral invariably mocks at the Indian\u00a0\u00a0 participants by saying that If India is convinced about Pakistan\u2019s involvement\u00a0\u00a0 in terrorist attacks, why it does not do something. He could not be more\u00a0\u00a0 correct. He is also unapologetic in suggesting that if India is convinced\u00a0\u00a0 about state sponsored terrorism from Pakistan, it should severe all relations.\u00a0\u00a0 Where does the retired Admiral, also a former diplomat draw his confidence\u00a0\u00a0 from. His confidence probably flows out from his conviction that there is the\u00a0\u00a0 US factor which is decisive in deciding the broad contours of India \u2013Pak\u00a0\u00a0 relations. It is also intriguing as to how the Indian television channels seek\u00a0\u00a0 out these participants in Pakistan. Are they brought as a part of some fixed\u00a0\u00a0 match to dilute India\u2019s resolve in fighting terrorism?<\/span><\/span><\/div>\nPakistan\u2019s journey from trepidation to disdain becomes\u00a0\u00a0 increasingly pronounced with the arrival of 2014, the year of drawdown of\u00a0\u00a0 American forces from Afghanistan and China\u2019s strategic territorial embrace of\u00a0\u00a0 Pakistan by way of economic corridor. India did not gain for its unstinted\u00a0\u00a0 support to the US in fight against terrorism. Even when US led coalition was\u00a0\u00a0 at the climax of \u2018Operation Enduring Freedom\u2019, India\u2019s parliament was attacked\u00a0\u00a0 leading to \u2018Operation Parakaram\u2019. Even as the hunt for Osama bin Laden was on,\u00a0\u00a0 Hafiz Saeed unfolded 26\/11, all with the key collusion of David Headley, the\u00a0\u00a0 CIA operative. Our inaction rather strategic paralysis after 26\/11 has\u00a0\u00a0 rendered the country weak and vulnerable to Pakistan and other neighbours. The\u00a0\u00a0 paralysis inflicted by China by incursion in the DBO sector has only\u00a0\u00a0 compounded the vulnerability. Consequently Indian influence in the region is\u00a0\u00a0 rapidly shrinking.<\/span><\/span><\/div>\nUndermining security\u00a0\u00a0 apparatus<\/span><\/span><\/b><\/div>\nMysteriously, the Indian establishment has not only willfully\u00a0\u00a0 conceded much diplomatic space to Pakistan but also consciously undermined the\u00a0\u00a0 security apparatus after 26\/11. Most security agencies have been targeted. The\u00a0\u00a0 IB, the ATS and the police of some states, the Army and the Air Force have\u00a0\u00a0 never been targeted the manner in which it is being done now. Elements in IB\u00a0\u00a0 and the Army have been put under the scanner for carrying out counter-terror\u00a0\u00a0 dutifully. Individuals serving in the IB and Military Intelligence are being\u00a0\u00a0 hounded so as to drive fear among other security officials. In effect, a\u00a0\u00a0 deleterious message has been conveyed that intelligence personnel should not\u00a0\u00a0 infiltrate into terrorist organizations and terrorists should not be killed.\u00a0\u00a0 Terrorists\u2019 network are not to be busted and the complicity of certain\u00a0\u00a0 mainstream politicians is not to be unraveled and that is why the inquiry on\u00a0\u00a0 Technical Support Division, the continued incarceration of Col Purohit and\u00a0\u00a0 harassment of the senior IB officer Rajendra Kumar. It is therefore not at all\u00a0\u00a0 surprising that terrorists have escaped or made to escape from Mumbai Court\u00a0\u00a0 and Khandwa Jail in Madhya Pradesh. That these escapes coincide with Home\u00a0\u00a0 Minister\u2019s communication to give preferential treatment to members of one\u00a0\u00a0 community under investigation for acts of terror, could be purely\u00a0\u00a0 incidental!<\/span><\/span><\/div>\nThere appears to be some vested interests or inimical forces\u00a0\u00a0 orchestrating the ascendance of Pakistan and downgrading of India. Never in\u00a0\u00a0 the history of India have so many leaks of top secret documents of vital\u00a0\u00a0 security concerns taken place. In the US and many other democracies, one such\u00a0\u00a0 leak can claim the head of the President or the Prime Minister. The exultation\u00a0\u00a0 of the politicians in the ruling dispensation over such leaks smacks of\u00a0\u00a0 connivance. The Prime Minister may be reminded that the man (James Reston) to\u00a0\u00a0 whom Henry Kissinger leaked White House secrets had remarked \u201cthe ship of\u00a0\u00a0 state is the only known vessel that leaks from the top\u201d (read\u00a0Blights\u00a0\u00a0 of the General<\/i>\u00a0by R Prasanan in\u00a0The Week<\/i>, October 6,\u00a0\u00a0 2013).<\/span><\/span><\/div>\nThe US factor<\/span><\/span><\/b><\/div>\nWithout the notion of ascendency, Nawaz Shariff could not have\u00a0\u00a0 been brazen enough to allegedly make the \u2018dehati aurat\u2019 remark. This remark\u00a0\u00a0 also signifies the servant-master relationship between India and US in the\u00a0\u00a0 Pakistani perception.<\/span><\/span><\/div>\nReaders must reflect on the time trajectory since which\u00a0\u00a0 Pakistan\u2019s audacity and brazenness, diplomatically and militarily, has been on\u00a0\u00a0 the rise. They must also reflect on the US factor, a factor which Pakistan\u00a0\u00a0 strategically is more adept in dealing with. For India ,the US presence in\u00a0\u00a0 Af-Pak region has never been a restraining factor on state sponsored terrorism\u00a0\u00a0 by Pakistan. Pakistan\u2019s brazenness was in fact discernible after forging of\u00a0\u00a0 US-India strategic partnership, especially after the initiation of Operation\u00a0\u00a0 Enduring Freedom. This partnership hardly bothered Pakistan. On the contrary\u00a0\u00a0 Pakistan was convinced about its geo-strategic indispensability for the US and\u00a0\u00a0 was thus assured that it could ratchet terror against India with impunity\u00a0\u00a0 under the shadow of US presence. The Indo-US strategic partnership\u00a0\u00a0 necessitated re-configuring of operational parameters of India\u2019s intelligence\u00a0\u00a0 and security agencies to cater to the US geopolitical exigencies in the\u00a0\u00a0 region. A \u2018Zero Terror\u2019 Indian policy against Pakistan does not serve US\u00a0\u00a0 interests because of its imperatives in Afghanistan.<\/span><\/span><\/div>\nSignificantly, this Indo-US strategic partnership in defence,\u00a0\u00a0 security and nuclear spheres engendered a major shift in India\u2019s pattern of\u00a0\u00a0 sourcing arms. The sheer magnitude of arms market running into hundreds of\u00a0\u00a0 billion dollars allures predators which begin to manipulate institutions in\u00a0\u00a0 the buyer country. It is this shift in sourcing that the terminology\u00a0\u00a0\u00a0 \u2018succession plan\u2019, a sure invitation to attempted subversion, came into vogue\u00a0\u00a0 in the Indian Army. It is probably this shift that is responsible for the\u00a0\u00a0 ignominy of the former Air Chief in VVIP Helicopter deal while the other major\u00a0\u00a0 recipients continue to be politically blackmailed into silence and for future\u00a0\u00a0 indulgence.<\/span><\/span><\/div>\nThe much touted convergence of geo-strategic and geo-economics\u00a0\u00a0 interest between India and US has brought no benefit to India. Rather American\u00a0\u00a0 geopolitical interests in the region have restricted Indian options in dealing\u00a0\u00a0 with Pakistan sponsored terrorism. The politicization and debilitation of the\u00a0\u00a0 Indian security agencies appears to be devised by external powers through\u00a0\u00a0 their agents within.<\/span><\/span><\/div>\nConclusion<\/span><\/span><\/b><\/div>\nThe Pakistani dispensation is only too aware of the US\u00a0\u00a0 geopolitical script in the region and its own perceived indispensability. It\u00a0\u00a0 has John Kerry\u2019s and China to fall back upon. Pakistan knows that the current\u00a0\u00a0 Indian dispensation is too beholden to the US and too mindful of China to\u00a0\u00a0 retaliate to attacks terrorist or otherwise in any substantial manner. It is\u00a0\u00a0 this knowledge that makes Pakistan court Hafiz Saeed and his likes brazenly\u00a0\u00a0 and lavishly. This very year in April, there were blasts in Boston in the US\u00a0\u00a0 in which three persons were killed. In the same period, there were blasts in\u00a0\u00a0 near the BJP office in Bengaluru, 16 persons including 8 policemen were\u00a0\u00a0 injured. Leaders of the establishment tried their best to give the Bengaluru\u00a0\u00a0 blast a political colour. The Prime Minister conveyed his deep felt condolence\u00a0\u00a0 to President Obama on the Boston blast, but the casualties in Bengaluru in his\u00a0\u00a0 consideration did not deserve such gesture. One did not expect such abominable\u00a0\u00a0 politics from a selected prime minister. The perpetrators of Bengaluru blast\u00a0\u00a0 have been finally identified and belong to the Islamic Liberation\u00a0\u00a0 Force.<\/span><\/span><\/div>\n
26\\11: The tipping\u00a0\u00a0 point<\/span><\/span><\/b><\/div>\n
In the Pakistani establishment, prior to 26\\11, there was some\u00a0\u00a0 trepidation of possible retaliation by India to terrorist attacks emanating\u00a0\u00a0 from its soil. There is a perceptible attitudinal and behavioral change now.\u00a0\u00a0 Personal experience and interactions with the large number of security\u00a0\u00a0 personnel in the army, the police and the intelligence agencies, unambiguously\u00a0\u00a0 substantiate that the tipping point was 26\\11 beyond which Pakistan began to\u00a0\u00a0 view Indian security establishment with disdain. The disdain and nonchalance\u00a0\u00a0 is apparent on the borders, in the aftermath of terrorist strikes, as well as\u00a0\u00a0 television debates. The sneer and brazenness of Pakistani participants in such\u00a0\u00a0 debates conducted after every terrorist attack is unmistakable and borders on\u00a0\u00a0 slur.<\/span><\/span><\/div>\n
One Pakistani retired Admiral invariably mocks at the Indian\u00a0\u00a0 participants by saying that If India is convinced about Pakistan\u2019s involvement\u00a0\u00a0 in terrorist attacks, why it does not do something. He could not be more\u00a0\u00a0 correct. He is also unapologetic in suggesting that if India is convinced\u00a0\u00a0 about state sponsored terrorism from Pakistan, it should severe all relations.\u00a0\u00a0 Where does the retired Admiral, also a former diplomat draw his confidence\u00a0\u00a0 from. His confidence probably flows out from his conviction that there is the\u00a0\u00a0 US factor which is decisive in deciding the broad contours of India \u2013Pak\u00a0\u00a0 relations. It is also intriguing as to how the Indian television channels seek\u00a0\u00a0 out these participants in Pakistan. Are they brought as a part of some fixed\u00a0\u00a0 match to dilute India\u2019s resolve in fighting terrorism?<\/span><\/span><\/div>\n
Pakistan\u2019s journey from trepidation to disdain becomes\u00a0\u00a0 increasingly pronounced with the arrival of 2014, the year of drawdown of\u00a0\u00a0 American forces from Afghanistan and China\u2019s strategic territorial embrace of\u00a0\u00a0 Pakistan by way of economic corridor. India did not gain for its unstinted\u00a0\u00a0 support to the US in fight against terrorism. Even when US led coalition was\u00a0\u00a0 at the climax of \u2018Operation Enduring Freedom\u2019, India\u2019s parliament was attacked\u00a0\u00a0 leading to \u2018Operation Parakaram\u2019. Even as the hunt for Osama bin Laden was on,\u00a0\u00a0 Hafiz Saeed unfolded 26\/11, all with the key collusion of David Headley, the\u00a0\u00a0 CIA operative. Our inaction rather strategic paralysis after 26\/11 has\u00a0\u00a0 rendered the country weak and vulnerable to Pakistan and other neighbours. The\u00a0\u00a0 paralysis inflicted by China by incursion in the DBO sector has only\u00a0\u00a0 compounded the vulnerability. Consequently Indian influence in the region is\u00a0\u00a0 rapidly shrinking.<\/span><\/span><\/div>\n
Undermining security\u00a0\u00a0 apparatus<\/span><\/span><\/b><\/div>\n
Mysteriously, the Indian establishment has not only willfully\u00a0\u00a0 conceded much diplomatic space to Pakistan but also consciously undermined the\u00a0\u00a0 security apparatus after 26\/11. Most security agencies have been targeted. The\u00a0\u00a0 IB, the ATS and the police of some states, the Army and the Air Force have\u00a0\u00a0 never been targeted the manner in which it is being done now. Elements in IB\u00a0\u00a0 and the Army have been put under the scanner for carrying out counter-terror\u00a0\u00a0 dutifully. Individuals serving in the IB and Military Intelligence are being\u00a0\u00a0 hounded so as to drive fear among other security officials. In effect, a\u00a0\u00a0 deleterious message has been conveyed that intelligence personnel should not\u00a0\u00a0 infiltrate into terrorist organizations and terrorists should not be killed.\u00a0\u00a0 Terrorists\u2019 network are not to be busted and the complicity of certain\u00a0\u00a0 mainstream politicians is not to be unraveled and that is why the inquiry on\u00a0\u00a0 Technical Support Division, the continued incarceration of Col Purohit and\u00a0\u00a0 harassment of the senior IB officer Rajendra Kumar. It is therefore not at all\u00a0\u00a0 surprising that terrorists have escaped or made to escape from Mumbai Court\u00a0\u00a0 and Khandwa Jail in Madhya Pradesh. That these escapes coincide with Home\u00a0\u00a0 Minister\u2019s communication to give preferential treatment to members of one\u00a0\u00a0 community under investigation for acts of terror, could be purely\u00a0\u00a0 incidental!<\/span><\/span><\/div>\n
There appears to be some vested interests or inimical forces\u00a0\u00a0 orchestrating the ascendance of Pakistan and downgrading of India. Never in\u00a0\u00a0 the history of India have so many leaks of top secret documents of vital\u00a0\u00a0 security concerns taken place. In the US and many other democracies, one such\u00a0\u00a0 leak can claim the head of the President or the Prime Minister. The exultation\u00a0\u00a0 of the politicians in the ruling dispensation over such leaks smacks of\u00a0\u00a0 connivance. The Prime Minister may be reminded that the man (James Reston) to\u00a0\u00a0 whom Henry Kissinger leaked White House secrets had remarked \u201cthe ship of\u00a0\u00a0 state is the only known vessel that leaks from the top\u201d (read\u00a0Blights\u00a0\u00a0 of the General<\/i>\u00a0by R Prasanan in\u00a0The Week<\/i>, October 6,\u00a0\u00a0 2013).<\/span><\/span><\/div>\n
The US factor<\/span><\/span><\/b><\/div>\n
Without the notion of ascendency, Nawaz Shariff could not have\u00a0\u00a0 been brazen enough to allegedly make the \u2018dehati aurat\u2019 remark. This remark\u00a0\u00a0 also signifies the servant-master relationship between India and US in the\u00a0\u00a0 Pakistani perception.<\/span><\/span><\/div>\n
Readers must reflect on the time trajectory since which\u00a0\u00a0 Pakistan\u2019s audacity and brazenness, diplomatically and militarily, has been on\u00a0\u00a0 the rise. They must also reflect on the US factor, a factor which Pakistan\u00a0\u00a0 strategically is more adept in dealing with. For India ,the US presence in\u00a0\u00a0 Af-Pak region has never been a restraining factor on state sponsored terrorism\u00a0\u00a0 by Pakistan. Pakistan\u2019s brazenness was in fact discernible after forging of\u00a0\u00a0 US-India strategic partnership, especially after the initiation of Operation\u00a0\u00a0 Enduring Freedom. This partnership hardly bothered Pakistan. On the contrary\u00a0\u00a0 Pakistan was convinced about its geo-strategic indispensability for the US and\u00a0\u00a0 was thus assured that it could ratchet terror against India with impunity\u00a0\u00a0 under the shadow of US presence. The Indo-US strategic partnership\u00a0\u00a0 necessitated re-configuring of operational parameters of India\u2019s intelligence\u00a0\u00a0 and security agencies to cater to the US geopolitical exigencies in the\u00a0\u00a0 region. A \u2018Zero Terror\u2019 Indian policy against Pakistan does not serve US\u00a0\u00a0 interests because of its imperatives in Afghanistan.<\/span><\/span><\/div>\n
Significantly, this Indo-US strategic partnership in defence,\u00a0\u00a0 security and nuclear spheres engendered a major shift in India\u2019s pattern of\u00a0\u00a0 sourcing arms. The sheer magnitude of arms market running into hundreds of\u00a0\u00a0 billion dollars allures predators which begin to manipulate institutions in\u00a0\u00a0 the buyer country. It is this shift in sourcing that the terminology\u00a0\u00a0\u00a0 \u2018succession plan\u2019, a sure invitation to attempted subversion, came into vogue\u00a0\u00a0 in the Indian Army. It is probably this shift that is responsible for the\u00a0\u00a0 ignominy of the former Air Chief in VVIP Helicopter deal while the other major\u00a0\u00a0 recipients continue to be politically blackmailed into silence and for future\u00a0\u00a0 indulgence.<\/span><\/span><\/div>\n
The much touted convergence of geo-strategic and geo-economics\u00a0\u00a0 interest between India and US has brought no benefit to India. Rather American\u00a0\u00a0 geopolitical interests in the region have restricted Indian options in dealing\u00a0\u00a0 with Pakistan sponsored terrorism. The politicization and debilitation of the\u00a0\u00a0 Indian security agencies appears to be devised by external powers through\u00a0\u00a0 their agents within.<\/span><\/span><\/div>\n
Conclusion<\/span><\/span><\/b><\/div>\n
The Pakistani dispensation is only too aware of the US\u00a0\u00a0 geopolitical script in the region and its own perceived indispensability. It\u00a0\u00a0 has John Kerry\u2019s and China to fall back upon. Pakistan knows that the current\u00a0\u00a0 Indian dispensation is too beholden to the US and too mindful of China to\u00a0\u00a0 retaliate to attacks terrorist or otherwise in any substantial manner. It is\u00a0\u00a0 this knowledge that makes Pakistan court Hafiz Saeed and his likes brazenly\u00a0\u00a0 and lavishly. It is this knowledge that makes them disdainful and dismissive\u00a0\u00a0 of India\u2019s military prowess.<\/span><\/span><\/div>\n
