BEIJING: Over a decade ago the Federation of American\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Scientists described the Chinese missile program as a pocket\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 of excellence in an otherwise problematic indigenous military\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 industry. In 2010 the Chinese military was reported to have\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 started tests on its most ambitious missile project, the\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 DF-21A, an anti-ship ballistic missile. In early 2013 several\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 reports claimed that the missile had begun to be deployed in\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 small numbers in Southern China. The DF-21A is reportedly\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 designed to be an aircraft carrier killer aimed at deterring\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 US aircraft-carrier battle groups from interfering in case of\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 conflict over Taiwan and other flashpoints like the South\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 China Sea.<\/p>\n

China\u2019s decision to use ballistic missiles for\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 anti-ship warfare is unusual considering that targeting moving\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 ships with a missile on a ballistic trajectory is much harder\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 and requires more sophisticated navigation than cruise\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 missiles. The People\u2019s Liberation Army decision to opt for an\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 anti-ship ballistic missile, or ASBM, reflects the growing\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 confidence and sophistication of its military industries.<\/p>\n

Analysts are divided over the implications of the new\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 system for the US military. Some, not surprisingly, claimed\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 that it is a game-changer and a threat to US forces in the\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 region. Other analysts observed that the US military has\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 several ways of defeating the ASBM such as using decoys and by\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 targeting Chinese support and communication systems.\u00a0While\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 both sides of the debate have raised valid points, one should\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 not see the Chinese ASBM in isolation, but as part of larger\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 process of military modernization and a changing doctrine in\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 the PLA.
\nChinese military strategists have for millenniums been\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 fascinated by asymmetric methods of warfare. China has no\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 illusions about its military inferiority vis-\u00e0-vis\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 the United States and knows that the status is likely to\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 endure for at least two decades.

In\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 January 2007 China fired its first anti-satellite missile\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 destroying one of its own aging satellites in outer space. In\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 May 2013 China fired a rocket carrying no payload over 10,000\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 kilometers into outer space, the highest launch since the\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 mid-1970s. The absence of a payload such as a satellite could\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 suggest the rocket is designed as an anti-satellite weapon.<\/p>\n\n\n\n

In addition to ballistic missiles and rockets, China\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 has also experimented with green and blue laser weapons with\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 the US military accusing China of firing several laser beans\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 at its satellites. Laser pulses can disrupt satellite\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 communication and depending on the strength could destroy it.
\nChina\u2019s missile program has also progressed steadily in the\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 area of cruise missiles with accuracy and range improving\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 rapidly. Progress in missiles, which one would expect as a\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 result of greater advances in China\u2019s space program, is\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 demonstrated by the growing number of satellite launches and\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 the program\u2019s growing sophistication. China\u2019s lunar program is\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 a further reflection of the priority it attaches to space.<\/p>\n

The PLA\u2019s asymmetric warfare strategy is not limited to\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 the domain of outer space, but extends to the other domains of\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 battle \u2013 land, sea, air and cyberspace. For instance at sea,\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 the Chinese PLA Navy is not focusing on matching the US\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 carrier for carrier or ship for ship as some might expect.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0China has been deploying a growing number of attack\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 submarines, both conventionally powered and nuclear powered,\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 with submarines accounting for 45 percent of its naval\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 combatants, the highest percentage among the world\u2019s major\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 navies. In addition to submarines, the Chinese navy is\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 deploying thousands of land-based missiles, both ballistic and\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 cruise types. The navy is also developing dozens of stealth\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 fast-attack missile craft and corvettes such as the Hubei\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 class catamaran. In narrow seas and close coastal\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 environments, these vessels can be quite effective against\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 larger craft, particularly if deployed in swarm tactics.<\/p>\n\n\n\n

Since 2000 Chinese military scholars\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 have discussed the concept of total war or unrestricted\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 warfare in which the PLA would use asymmetric tactics in all\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 domains of the battle space.

Recent cyberattacks and intrusions\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 into sensitive targets of US and other advanced nations\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 demonstrate the growing strength of China\u2019s cyberwarfare.<\/b><\/p>\n

In recent years, Chinese military educational\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 institutions such as the Academy of Military Sciences, the\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 National Defense University and the Naval Institute have\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 devoted considerable time studying campaigns of Western\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 militaries confronting stronger opponents. Israeli-Arab\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 conflicts, including the second Lebanon war, provide the\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Chinese with countless examples in which sea-based missiles\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 caused severe damage to an advanced navy.<\/p>\n

While China\u2019s fascination with asymmetric warfare is\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 not new, it is fast moving from the theoretical realm to the\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 practical, and this is emerging as its dominant approach. This\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 is not to suggest that the PLA will rely solely on asymmetric\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 strategies. Indeed as China closes the technological gap, many\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 of its strategies will come to resemble those of more\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 established powers. Considering China\u2019s millennial fascination\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 the asymmetric element will likely remain a dominant strategy.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 In contrast, the US military has regarded asymmetric and other\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 forms of unconventional warfare with marginal interest. The\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 so-called US style of warfare focuses on offensive firepower\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 and tends to neglect the defensive elements.<\/p>\n\n\n\n

While the United States will maintain military\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 superiority for the foreseeable future, China\u2019s asymmetric\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 capabilities have the potential to mitigate this advantage.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 This could have a positive effect in the sense that both great\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 powers deter each other. China and the United States have\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 grown increasingly economic interdependent, sharing many\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 common interests. This lucrative relationship may reduce the\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 chance for tension. \u00a0However, one should remember, in both\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 world wars of the previous century, Germany was Britain\u2019s\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 largest trade partner.<\/p>\n
