\"manmohan<\/a>Worldwide in no other democracy the Constitution of the nation is violated with such\u00a0 impunity as it is done in India.\u00a0 Time has come\u00a0 to analyse how and why the political leadership of the country is able to trample upon the Constitution in such a disgraceful\u00a0 manner.<\/p>\n

Like every democratic country\u00a0 the Indian Constitution enjoins that\u00a0 the Prime Minister, including every\u00a0 Minister of his cabinet and Ministers\u00a0 of State of the Union will take an oath of office on appointment to his \/her august office.\u00a0 The oath prescribed in\u00a0 the Third Schedule of the Part I of our Constitution is mandatory and inviolable.<\/p>\n

Similarly every Chief Minister and Minister of a State government appointed to his \/her office is required to take an oath of office which binds him or her to abide by the Constitution\u00a0 and treat every Indian\u00a0 as equal citizens while discharging his or her duties.<\/p>\n

Surprisingly neither any political analyst, nor any member of the secular commentariat cared to highlight that the solemn oath\u00a0 prescribed in the Third Schedule of Part I of the Constitution was being\u00a0 blatantly violated by the present Prime Minister of India and\u00a0 quite a few Chief Ministers of\u00a0 several States. Many brazen violations have\u00a0\u00a0 been done in the\u00a0 holy name of secularism and\u00a0\u00a0 for exclusive growth of\u00a0 5 most-favoured minorities.\u00a0 On top of it,\u00a0 the strategy is deceptively described as \u2018inclusive growth\u2019.<\/p>\n

Prime Minister Violates Oath of\u00a0 Office\u00a0 <\/b><\/p>\n

The most notoriously famous violation of the oath of\u00a0 office was done\u00a0 by\u00a0 the Prime Minister, Dr. Manmohan Singh, on December 9, 2006, while addressing the National Development Council, when he made a policy statement that\u00a0 \u201cMinorities, particularly Muslims,\u00a0 will have the first claim\u201d on the country\u2019s resources.\u00a0 It is indeed a tribute to the insensitivity\u00a0 of the mainstream media that no one dared question the constitutional validity of\u00a0 the Prime Minister\u2019s\u00a0 disgustingly communal policy statement.\u00a0 No one, neither any columnist, nor media anchor of\u00a0 the\u00a0 27\/4\u00a0 television channels faulted the Prime Minister for his unprecedented willful\u00a0 violation of the Oath of Office taken by him on assuming the office of the Prime Minister of India for a second term in 2009.\u00a0\u00a0 Among other things, the oath of\u00a0 office prescribed in the Third Schedule, Part\u00a0 I of the Constitution specifically enjoins that the\u00a0 Prime Minister should discharge his duties towards all Indian nationals, \u201cwithout fear or favour, affection or ill-will\u201d<\/i> and in accordance with the Constitution.<\/p>\n

For facility of ready reference, the oath taken by the Prime Minister\u00a0 of India is reproduced below verbatim<\/i> :<\/p>\n

\u201cI \u2026\u2026\u2026\u2026\u00a0 \u2026\u2026\u2026 do swear in the name of God \/ solemnly affirm that I will bear true faith and allegiance to the Constitution of India as by law established, that I will discharge my duties as Prime Minister for the Union and\u00a0 I\u00a0 will do right to all manner of people in accordance with the Constitution and the law, without fear or favour, affection or ill-will.\u201d\u00a0\u00a0 <\/i><\/p>\n

In sharp contrast to his oath of office the Prime Minister\u2019s historic policy statement of\u00a0 December 9, 2006, clearly expressed an unmistakable \u201caffection\u201d\u00a0 for the minorities, \u201cespecially the Muslims.\u201d\u00a0\u00a0 This public announcement\u00a0 was a gross violation of the oath of office taken by the Prime Minister.\u00a0\u00a0 Most importantly the violation was\u00a0 a deliberate one.<\/p>\n

The second intent of the Prime Minister, inherent in the wonky pronouncement, was open expression of bias and ill-will towards the majority community, i.e., the Hindus who constituted 80 percent of the country\u2019s population by denying to them an equitable share in the country\u2019s resources.\u00a0 It further indicated that the ruling political dispensation, headed by Dr. Manmohan Singh,\u00a0 considered\u00a0 all members of the majority community (read Hindus) to be reduced to the status of second class citizens of\u00a0 India. \"manmohan<\/a><\/p>\n

 <\/p>\n

 <\/p>\n

Briefly, the\u00a0 implications of\u00a0 the\u00a0 policy statement of\u00a0 Dr. Manmohan Singh\u00a0 made on December 9, 2006,were as follows:<\/p>\n

i)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 It was\u00a0 publicly made clear by the Prime Minister 7 years ago on December 9, 2006, that in future the Hindus would be entitled merely to the left-over crumbs\u00a0\u00a0 – after the Muslims and other minorities had partaken\u00a0 of\u00a0 the lion\u2019s share of\u00a0 the national resources, to their fill.<\/p>\n

 <\/p>\n

ii)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The pronouncement was also anopen public expression of\u00a0 his \u201cill-will\u201d<\/i>\u00a0 towards the majority community\u00a0 –\u00a0 specifically prohibited by the Indian Constitution as well as his oath of office.<\/p>\n

 <\/p>\n

iii)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 By degrading 80 percent Hindu population to the status of second class citizens, entitled only to left-over crumbs of national resources, the Prime Minister publicly destroyed\u00a0 the\u00a0 edifice of Right to Equality enshrined in the Constitution.<\/p>\n

 <\/p>\n

iv)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Furthermore, the\u00a0 policy statement of \u201cMuslims first\u201d\u00a0 strategy\u00a0 was\u00a0 a flagrant violation of the constitutional commitment to secularism enshrined in the Preamble of the Constitution.<\/p>\n

 <\/p>\n

Such indeed is the pusillanimity of the Hindu leadership and elitist\u00a0 secularism-doped middle class that\u00a0 no one had the guts to stand up in the meeting of\u00a0 the National Development Council and advise the Prime Minister to withdraw his\u00a0 communally divisive\u00a0 policy\u00a0 statement and point out that\u00a0 he was violating\u00a0 the solemn oath of\u00a0\u00a0 the august office held by him.\u00a0 The least\u00a0 that was expected was that\u00a0 the members of the BJP and other democratic parties should have walked out of the NDC meeting. Amazingly there were no protest march in any city or town, nor any\u00a0 stinging criticism of the Prime Minister\u2019s partisan and communal-coloured policy statement.\u00a0\u00a0 The lazy indifference of the majority community and their so-called self-anointed leaders explained how and why the foreign invaders had managed to rule over our motherland for nine hundred years.<\/p>\n

The marginalization of the majority community by the Indian state, publicly and stoutly announced by Dr. Manmohan Singh, was thus timidly accepted by leaders of the Hindu community virtually unchallenged. The result was that the central government and many votebank besotted chieftains of State governments like Uttar Pradesh, Bihar, West Bengal went into overdrive of showering millions of free scholarships and financial largesse comprising\u00a0 several thousand crores rupees in the shape of\u00a0 dirt-cheap educational and entrepreneurial loans on\u00a0 the super-citizens belonging to five privileged minorities, namely the Muslims, the Christians, the Buddhists, the Parsis and the Sikhs constituting 20 percent of India\u2019s population.\u00a0\u00a0 All this was done on the basis of Sachar Committee report\u00a0 – an\u00a0 untruthful\u00a0 document\u00a0 full of\u00a0 suppressio veri<\/i>, suggestion falsi<\/i>.<\/p>\n

The only religious community excluded from nearly two million scholarships and financial concessions\u00a0 amounting to several lakh crore\u00a0 rupees was the politically-pariahed majority community, namely the poorest sections of\u00a0 Hindus who remained ignorant of the discrimination practiced by the so-called secular political dispensation ruling India\u00a0 –\u00a0 albeit<\/i> deviously and unconstitutionally.\u00a0\u00a0 Subsequently several schemes worth lakhs crore\u00a0 Rupees were announced and implemented\u00a0 by the Ministry of Minority Affairs, with due approval of the Prime Minister.<\/p>\n

The lead given by the Prime Minister through his \u2018Muslims First\u2019\u00a0 policy was followed with vengeance by the votebank-besotted chieftains of several State governments like Uttar Pradesh, Bihar, West Bengal, Assam, Rajasthan, Maharashtra, Andhra Pradesh, etc. They, too, like our Muslim-oriented Prime Minister showered multiple financial goodies on the five minority communities by trampling upon their oath of office. The Prime Minister and his sheep-follower Chief\u00a0 Ministers are aware that the Christians, the Buddhists, the Parsis\u00a0 and the Sikhs have much higher literacy ratio than the Hindus. All\u00a0 the five minorities are economically better placed than the Hindus !<\/p>\n

The monumental indifference\u00a0 of our\u00a0 \u2018paid\u2019,\u00a0 \u2018unpaid\u2019\u00a0 and \u2018tamed\u2019\u00a0 journalists to such a \u2018masterly divisive\u2019 pronouncement\u00a0 by the Prime Minister was a silent tribute to the pliability of\u00a0 Indian media. Astoundingly no editor,\u00a0 no telemedia-anchor nor any column-writer cared to investigate why such a highly communal and\u00a0 divisive statement had\u00a0 to be made on Sonia Gandhi\u2019s birthday\u00a0 by our secularism-swearing\u00a0 Prime Minister ?\u00a0 According to Raisina hill grapevine thereby hangs a tale !<\/p>\n

Where do we go from here ?\u00a0 No one knows –\u00a0 sorry, no Hindu knows !<\/p>\n
