The rain of rockets out of the Palestinian enclave has made Sderot\u00a0 famous for two things: the thickness of its roofs (even bus stops have\u00a0 reinforced concrete tops); and the collection of crumpled missiles arrayed in\u00a0 racks behind the police station. As a visiting VIP in 2008, U.S. Senator Barack\u00a0 Obama dutifully inspected what the machine shops of Islamic Jihad and <a href=\"http:\/\/topics.time.com\/hamas\/\">Hamas<\/a> <a title=\"wikipedia photo \" href=\"http:\/\/commons.wikimedia.org\/wiki\/File:Qassam-Rockets-Sderot.jpg\" target=\"_blank\">fashioned from\u00a0lengths of pipe and scrap metal<\/a>.\u00a0 Low-tech doesn\u2019t begin to cover it.<\/p>\n<p>It\u2019s a long way up the Mediterranean coast from Sderot to Haifa, and even\u00a0 farther to the showroom of Rafael Advanced Defense Systems Ltd., the\u00a0 weapons-development branch of Israel\u2019s military-industrial complex. Hi-tech\u00a0 doesn\u2019t begin to cover it. <a title=\"Rafael website \" href=\"http:\/\/www.rafael.co.il\/Marketing\/203-en\/Marketing.aspx\" target=\"_blank\">Rafael<\/a> developed the first precision-guided munitions \u2014 the\u00a0 precursor to the American-made Joint Direct Attack Munitions that replaced \u201cdumb\u00a0 bombs\u201d \u2014 and scores of other battlefield innovations, from IED detectors to\u00a0 floating drones.\u00a0But the company\u2019s most acclaimed invention is the one now\u00a0 President Obama will inspect moments after arriving in Israel on Wednesday: Iron\u00a0 Dome. It is a missile-interception system that has performed what Israelis\u00a0 regard as a miracle, draining a good bit of the fear out of the wail of an\u00a0 air-raid siren. During the last Gaza conflict, which lasted a week in November,\u00a0 Iron Dome knocked out of the sky a reported 84% of the missiles it aimed at \u2014\u00a0 that is, the ones headed toward population centers. The rockets headed for open\u00a0 space its computers simply let fall. Rafael executives are understandably proud\u00a0 of Iron Dome, which after a few months on the job is performing at the level of\u00a0 a system that\u2019s had seven years to work out the kinks. But they appear even\u00a0 prouder of the unlikely philosophy behind it. To make <a title=\"Time.com Mark Thompson story \" href=\"http:\/\/nation.time.com\/2012\/11\/19\/iron-dome-a-missile-shield-that-works\/\" target=\"_blank\">the most-tested, if not the most effective antimissile system in\u00a0 military history<\/a>, Israeli engineers took a page from the Gaza militants they\u00a0 aimed to frustrate. The secret to Iron Dome is that it\u2019s cheap.<\/p>\n<p>(<strong>MORE:<\/strong> <a href=\"http:\/\/nation.time.com\/2012\/11\/26\/iron-domes-lessons-for-the-u-s\/\">Iron\u00a0 Dome\u2019s Lessons for the U.S.<\/a>)<\/p>\n<p>Consider the problem of volume. Since 2005, Gaza militants have fired more\u00a0 than 4,000 of their homemade rockets into Israel. Most cost a few hundred\u00a0 dollars each. Interceptors typically cost a few hundred thousand. \u201cThe main\u00a0 question that everyone asks is, \u2018You\u2019re firing a very costly missile against\u00a0 something very cheap,\u2019\u201d says Joseph \u201cYossi\u201d Horowitz, a retired air-force\u00a0 colonel who markets air-and-missile defense systems at Rafael. \u201cSo our main\u00a0 mission was to reduce the cost.\u201d<\/p>\n<p>The economizing would be across the board, but the biggest savings were\u00a0 realized by reducing the size of the missile\u2019s eyes \u2014 by far the most expensive\u00a0 component. An interceptor missile locks onto its target by following directions\u00a0 from the radar in its nose cone, typically packed with radio-frequency sensors\u00a0 of extravagant unit cost. An interceptor carried by a fighter jet has to be very\u00a0 smart, because it\u2019s expected to find a missile being fired in its direction\u00a0 before it\u2019s even in sight, one that could come from any direction. The <a title=\"Wikipedia entry \" href=\"http:\/\/en.wikipedia.org\/wiki\/AIM-120_AMRAAM\" target=\"_blank\">nose-cone\u00a0 radar of an AIM\/AMRAAM<\/a>\u00a0has so many RFs, or radio-frequency nodes, that\u00a0 it runs into the hundreds of thousands of dollars.<\/p>\n<p>But a homemade missile coming out of Gaza is simply ballistic: it goes up and\u00a0 comes down. Rafael realized its launch and trajectory can be detected by ground\u00a0 radar, which would then transmit that information to the Iron Dome interceptor\u00a0 launched into the area of the sky where it\u2019s headed. Only when the two missiles\u00a0 come near one another does the interceptor\u2019s own radar come alive, guiding it to\u00a0 the incoming Qassam or GRAD and colliding with its own nose \u2014 where the warhead\u00a0 is positioned \u2014 in midair. It\u2019s a delicate business, what with each missile\u00a0 traveling at 700 m per second.<\/p>\n<p>\u201cI can bring the interceptor in an accurate way, near the target, which\u00a0 means\u00a0I can use the radar, the \u2018seeker\u2019 for a very short time,\u201d says\u00a0 Horowitz. The shorter the time, the fewer the RF sensors required. \u201cSaves\u00a0 money,\u201d he says. Most guided missiles are made of so-called exotic\u00a0 materials, complex polymers designed to prevent the rocket from expanding or\u00a0 contracting as it travels through different altitudes. Again, not necessary for\u00a0 Iron Dome, which ascends only a few thousand feet. \u201cHere we did it with\u00a0 aluminum,\u201d Horowitz says. \u201cWent across the street. Got some pipe.\u201d<\/p>\n<p>The result is visible in <a title=\"YouTube of Iron Dome intercepting 12 missiles\" href=\"http:\/\/www.youtube.com\/watch?v=2M-BQtp4Www\" target=\"_blank\">this\u00a0 extraordinary YouTube video<\/a>\u00a0from a wedding in Beersheba, an Israeli\u00a0 city of 200,000. The incoming missiles are not visible in the night sky until\u00a0 the ascending Iron Dome interceptors find and destroy them \u2014 again and again and\u00a0 again. \u201cWe can do more, but in this video we do 12,\u201d says Horowitz, a reserve\u00a0 colonel in the Israeli military\u2019s air-defense section. \u201cYou are not looking for\u00a0 the best of the best. You are looking for some optimization.\u201d<\/p>\n<p>At about $50 million per battery \u2014 the launchers with 20 missiles each,\u00a0 ground radar and command-and-control center, led by an officer equipped with an\u00a0 abort button \u2014 Iron Dome still costs plenty, especially since Israel estimates\u00a0 it would need at least 13 of them to protect the entire country. It currently\u00a0 has five. But the U.S. Congress voted about $300 million to help close the gap,\u00a0 which is why the Israel Defense Forces will truck a battery to Ben Gurion\u00a0 Airport on Wednesday to be photographed behind the American President.<\/p>\n<p>That no previous antimissile system has performed so impressively\u00a0might\u00a0 raise awkward questions about the norms of defense procurement in other nations.\u00a0 (For David\u2019s Sling, the Israeli version of the Patriot 3, the U.S.\u00a0 intermediate-range interceptor that costs about $5 million per interceptor,\u00a0 Rafael is partnering with Raytheon, an American firm, and still aims do the job\u00a0 for one-quarter of the cost.) The revelry appears to carry on oblivious to\u00a0 the wail of air-raid sirens competing with the DJ (<a title=\"YouTube of song\" href=\"http:\/\/www.youtube.com\/watch?v=yIAc5snrKqc)\" target=\"_blank\">that song in\u00a0 the background<\/a> is \u201cSunday Morning\u201d by Maroon 5). If Israelis no longer\u00a0 scramble to shelters, then Iron Dome really has changed the dynamic. It\u2019s not\u00a0 yet at that point; schools still close when the rockets fly, and parents stay\u00a0 home from work. But Rafael\u2019s head of research and development, who began work on\u00a0 Iron Dome even before the government thought to ask for it, tells TIME that its\u00a0 overarching accomplishment is that it can break the pernicious cycle of\u00a0 escalation that can lead to things like invasions. The batteries can liberate\u00a0 Israel\u2019s elected leaders from the public pressure that comes with mass\u00a0 casualties. \u201cThe big success of Iron Dome is not how many missiles we\u00a0 intercept,\u201d says Roni Potasman, the executive vice president for R&amp;D. \u201cThe\u00a0 main success is what happened in the decisionmaking civilian population\u00a0 environment. The quiet time. Clausewitz used to say the mission of the military\u00a0 is to provide the time for the decisionmakers to decide. Now, if out of 500\u00a0 missiles, 10 of them get by and cause casualties, a school or kindergarten, then\u00a0 this is a whole different story.\u201d<\/p>\n<p>The more stubborn problem is that, even though Iron Dome knocked down 400 of\u00a0 the rockets fired out of Gaza in the last round of fighting, Hamas acts as\u00a0 though it prevailed in the conflict. What\u2019s more, <a title=\"PDF of joint Israeli-Palestinian survey\" href=\"http:\/\/truman.huji.ac.il\/.upload\/Press%20Release%20December%202012.pdf\" target=\"_blank\">polls show<\/a> 80% of Palestinians think so too, while only 1 in\u00a0 4 Israelis think their side prevailed. Israeli warplanes killed scores of senior\u00a0 militants and destroyed hundreds of missiles and launchers on the ground,\u00a0 including Fajr-5 from Iran. But Hamas and Islamic Jihad still launched their own\u00a0 version of the Fajr, dubbed the M-75, toward Tel Aviv and Jerusalem \u2014 unsettling\u00a0 Israelis who had previously considered themselves out of range and had not heard\u00a0 an air-raid siren since the Gulf War.<\/p>\n<p>\u201c[Gaza militants] were hit badly, much more than four years ago, but still I\u00a0 think they perceive it as a success,\u201d says Potasman. \u201cThis is the Middle\u00a0 East\u2026.one side is looking at this reality from one angle; the other side looks\u00a0 from a totally opposite angle. That\u2019s why we cannot communicate with them on a\u00a0 regular, normal basis, because you see one reality, and you look at this and you\u00a0 say, \u2018Hey, what else can we do, to kill them? I mean, to kill them softly?\u2019 And\u00a0 they look at this and they say, \u2018Hey, we were able to hit Beersheba and\u00a0 Jerusalem and Tel Aviv. So our understanding of the reality and their\u00a0 understanding of the reality is totally different. It\u2019s not the same book.\u201d<\/p>\n<p><em>\u2014 With reporting by Aaron J.
