There is considerable heat and controversy with rigid stances for and against FDI in retail, however
\ndo we realise that we waste upwards of Rs 13,000 Cr\u00a0of\u00a0 our vegetables and fruits and Rs 27000 Crore
\nof Grains\u00a0 before it reaches the market. For the produce to reach the market there are multiple transactions,
\noctrois, duties,\u00a0 mandi taxes etc. the title of the produce gets transferred at least 4~5 times before it reaches the consumers. The producer does not have the sustenance to hold his produce in \u00a0order to fetch better prices
\nas also make his produce travel beyond the local mandi. The intermediaries either borrow money at upwards of 15% to 24% in order to finance their business as bank credit is rarely restored to and have to pay steep
\nrental charges ( close to interest rates ) if the produce needs to be stored.
\nIn contrast, AMUL the dairy cooperative is today Rs.2540 Crores\u00a0 procuring 13 million lit per day from 16914
\nsocieties covering 24 districts with 3.18 million milk producers. Similar success is of Mother Dairy and Dhara Oil. Private initiatives such as ITC of E- Chaupal are pointers thereof.
\nThe\u00a0 question comes up is Why can not the Government of India and India’s States not take the initiative to grow the sector by exponentially. Why are we harping for Multi Nationals when Indian Cooperatives, Public
\nSector and Private sector have demonstrated their capability and success.<\/p>\n

On the\u00a0 flip side under MNREGA the Government of India spent Rs.>> 33000 Cr p.a. for local panchayat
\nwork, the work as is generally understood is\u00a0 temporary and is more in the nature of first digging and then
\nfilling a\u00a0 ditch, in short there\u00a0 are no long term advantages and in addition,financing by\u00a0 NABARD and Public
\nSector Banks priority sector loans need to be studied for\u00a0\u00a0 the quantum spent ( mind you not invested ) and the outcomes if at all. The amount\u00a0 spent each year by the Banks is upwards of Rs 2 Lac crore and the
\noutcomes are questionable and recovery next to impossible.<\/p>\n

We could establish drawing from Nabard, AMUL , Khadi Udyog and private sector and undertake the following :<\/p>\n

Establishing Cold Storage
\nChains & Grain Storage
\nfacilities that are most
\nmodern in every 4 panchayats
\nthat is adequately sized to
\nhold the produce locally
\nproduced. The receipt
\nof which,
\nshould be an
\ninstrument that can be traded (sold & purchased ) or
\nsecuritised.
\nBanks be mandated that\u00a0\u00a0 financing the receipts and
\nwould be considered for\u00a0 Establishing Cold Trucks
\nand Vans to move the produce from the Cold Storage to
\nthe Wholesale Market Railways to earmark
\npassengers trains that can carry the produce from the
\nstation to the\u00a0\u00a0 distribution points, on refrigerated wagons in
\naddition to the break vans\u00a0 leading to higher haulageand earnings withing 8~ 16
\nhours from collection\u00a0\u00a0\u00a0\u00a0 to distribution points We have 227,000 panchayats in<\/p>\n

India and if we were toe stablish 50,000 cold storage of 10,000 Sq M each
\n, across India at Rs 6 Cr per cold storage, it would require\u00a0 an investment of Rs 3 lac Crores.<\/p>\n

The value of additional\u00a0 produce not wasted is estimated at Rs. 50000 Crore p.a. alongwith
\nefficiency, empowerment and uplifting the Indian economy as a whole and particularly
\nrural India In addition, it would provide opportunities for the food\u00a0 processing industry, who,
\nwitnessing the Government plan, would participate and
\ndevelop this much\u00a0further.<\/p>\n

Imagine the fillip it could provide to the Indian industry for establishing the above infrastructure :
\nCement, Steel,,Construction\u00a0\u00a0 Companies Heavy \/ Medium Commercial\u00a0 Vehicle manufacturers
\nLighting, Airconditioning\u00a0 and allied services providers Local employment.
\nA serious thought and attempt could make the life of the ordinary small farmer to industry a boon and add significant to the growth and development of industry
\nWe could therefore\u00a0 invite FDI in Retail with a condition to invest in warehousing and cold
\nstorage in villages and panchayats. Say an MNC coming to India should be willing to invest<\/p>\n

Rs 1500 Crore over two years of which 60% has to be in Cold Storages \/ Warehousing in Rural\u00a0area.
