Does the \u00a0breakout of jihadi violence accompanied by multiple \u00a0bomb blasts \u00a0across several \u00a0districts \u00a0of \u00a0West Bengal convey any message to all ranks of\u00a0 Indian Police?<\/p>\n
Yes, it does.\u00a0 But only if\u00a0 \u00a0we are willing to learn and grow.<\/p>\n
<\/p>\n
The first lesson which police \u00a0officers must learn is that they should refuse to buckle under the pressure of politicians in law enforcement \u00a0and stand their ground firmly, though politely. The primary duty of the police is to enforce the law and protect the lives and property of\u00a0 citizens. The\u00a0 police men \u00a0must continue to perform their duties impartially in a dignified manner.\u00a0\u00a0 In the post independence era the \u00a0malaise of\u00a0 political interference in law enforcement has gathered substantial pace with disastrous consequences for national security and safety of\u00a0 peace loving citizens.<\/p>\n
<\/p>\n
It has come to be recognized globally that the\u00a0 ongoing jihad \u00a0raging from the USA to the Philippines against civil society offers a formidable challenge for the police leadership. \u00a0The \u00a0global experience is that growth of jihadi militancy in any State, or area, is \u00a0invariably preceeded by certain tell-tale marks the most important among which is the growth of\u00a0 pockets of \u201cNo-Go\u201d\u00a0 areas.\u00a0 The experience of police forces in European countries tells us that these pockets \u00a0gradually develop into extensive \u00a0\u2018No-Go\u2019 Zones where the entry \u00a0of police is resisted by rowdy gangs of criminals and anti-national rowdies.\u00a0 \u00a0This important\u00a0 development \u00a0in any country, city \u00a0or town\u00a0 signifies the growth \u00a0of\u00a0 lawlessness to subvert governance which must dealt with effectively by the police.<\/p>\n

Over a period of \u00a0time a number of \u2018No-Go\u2019 zones were created\u00a0 in West Bengal by the illegal infiltrators from Bangladesh,\u00a0 duly aided by hundreds of\u00a0 ISI-embedded spy-modules nurtured by the\u00a0 radical outfits operating from\u00a0 Bangladesh \u00a0like Jamaat- e- Islami Bangladesh , Chhatra Shibir, \u00a0Jamat-ul- Mujahideen Bangladesh, etc. \u00a0\u00a0There is no denying the fact that the complexities created by the partisan politics of West Bengal have added grist to the mill of\u00a0 jihadi movement in that State.\u00a0 But the \u00a0fact \u00a0remains that there has been a massive increase in \u2018no-go\u2019 areas across West Bengal due to collapse of police patrolling. There are hundreds of villages where the writ of\u00a0 the State government does not run and the police are unable to enter due\u00a0 to fear of violent resistance by anti-national groups aided by \u00a0\u00a0political dadas.\u00a0 In fact, the no-go zones have become a common feature of Kolkata\u2019s political universe. A classical example of the cult of no-go zones\u00a0 conquering Kolkata\u00a0 is that the fundamentalist Mullahs have made Kolkata a \u201cno-entry metropolis\u201d for \u00a0Taslima Nasreen and many other persons disliked by radical Muslims.<\/p>\n

In a seminally researched article published in The New Media\u00a0 Journal<\/i> \u00a0on January 29, 2013, \u00a0the well known analyst Soeren Kern\u00a0 had \u00a0highlighted that \u00a0the Islamic \u00a0extremists were stepping up the creation of “no-go” areas in several European cities that are off-limits to non-Muslims and law enforcement officers.\u00a0\u00a0 Many\u00a0 “no-go” zones are functioning \u00a0as microstates<\/i> governed by the Sharia law.\u00a0\u00a0 The governments of several \u00a0countries\u00a0 have lost control in \u2018no-go\u2019 zones.\u00a0\u00a0 In many instances the affected countries\u00a0 are unable to provide even basic public\u00a0 services\u00a0 such as police, fire fighting and ambulances for carrying the ill and the injured.<\/p>\n
The “no-go” areas are the\u00a0 logical consequences\u00a0 of the \u00a0growth \u00a0of \u00a0Islamic ghettos and the inability of police to patrol\u00a0 those areas due to the organised resistance offered by mobsters, many\u00a0 of whom are armed with rocks, Molotov cocktails and other\u00a0 throwable missiles.\u00a0 \u00a0For example,\u00a0 in the U.K. a radical group called Muslims Against the Crusades \u00a0Muslims\u00a0has launched a campaign to turn 12 British cities, including the national capital, ofen called\u00a0 \u201cLondonistan\u201d into independent\u00a0 Islamic states. They hope that soon the\u00a0 so-called Islamic Emirates would function as an autonomous\u00a0 group \u00a0of \u00a0Muslim-dominated\u00a0 enclaves ruled by the\u00a0 Sharia law\u00a0 –\u00a0 functioning virtually as a State within a state, but\u00a0 entirely outside\u00a0 the British law.<\/p>\n
Soeren Kern\u00a0 points out that \u00a0\u00a0there is a \u00a0planned sinister plot to undermine\u00a0 the authority of police in many cities of the U.K.\u00a0\u00a0\u00a0\u00a0 The so-called Islamic Emirates Project has \u00a0named \u00a0the cities of Birmingham, Bradford, Derby, Dewsbury, Leeds, Leicester, Liverpool, Luton, Manchester, Sheffield, as well as Waltham Forest area in northeast London and Tower Hamlets in East London as territories marked for enforcing\u00a0 the Sharia \u00a0rule.<\/p>\n
For instance, in the Tower Hamlets area of East London (also \u00a0called\u00a0 the Islamic Republic of \u00a0Tower Hamlets) extremist Muslim preachers of\u00a0 the enclave \u00a0called the \u00a0Taliban \u00a0Tower Hamlets \u00a0often issue death threats to women who refuse to wear veils.\u00a0 \u00a0Neighborhood streets have been plastered with posters declaring “You are entering a Sharia controlled zone: Islamic rules enforced.” And street advertising deemed offensive o Muslims is regularly vandalized or \u00a0 blacked out with spray paint.<\/p>\n

In the Finnsbury Park area of \u00a0Luton,\u00a0 groups of Muslims have been allegedly accused of \u00a0“ethnic cleansing” \u00a0the locality by harassing non-Muslims to the point that many of them move out of Muslim-dominated \u00a0neighborhoods. \u00a0\u00a0Kern further draws attention to Leytonstone of east London,\u00a0 where a known Muslim extremist Abu Izzadeen publicly heckled the former Home Secretary, John Reid, by sholuting : \u201cHow dare you come to a Muslim area.”<\/p>\n

According to media reports a similar situation exists in the Indian State of West Bengal where the police are unable to carry out regular patrolling and the writ of the state government no longer runs !\u00a0 Prima facie, the collapse of police patrolling\u00a0 in many districts has proved to be the Achilles\u2019 heel of\u00a0 the West Bengal Police.<\/p>\n
To return to the plight of Europe, most citizens of\u00a0 \u00a0France\u00a0 fell terribly scared because , large areas \u00a0of Muslim neighborhoods are now considered “no-go” zones by the French police. Furthermore, Kern\u00a0 claims that\u00a0 at last count, there were 751 sensitive \u2018Urban Zones\u2019 \u00a0\u00a0(Zones Urbaines Sensibles, ZUS) . \u00a0A complete list of \u00a0the \u00a0ZUS can be found on a French government website, \u00a0complete with satellite maps and precise street demarcations. \u00a0\u00a0On a rough count an estimated 5 million Muslims live in the ZUS, parts of \u00a0France over which the government \u00a0has lost control, avers Soeren Kern in his well- researched \u00a0article.<\/p>\n
In the capital of \u00a0Belgium, Brussels (having\u00a0 20% Muslim population), several immigrant neighborhoods have become “no-go” zones for police officers, who are\u00a0 frequently\u00a0 pelted with rocks by unruly \u00a0youth. In the Kuregem district of Brussels, which often looks like an urban war zone \u00a0the\u00a0 police are forced to patrol the area with two detachments of\u00a0 police cars: one car to carry out patrolling and another car to prevent the first car from being attacked.\u00a0 Such is the fear of rowdy Muslim backlash that in the Muslim-dominated Molenbeek district of Brussels, police\u00a0 officers have been ordered not to drink coffee or eat a sandwich in public during the\u00a0\u00a0 Islamic month of Ramadan.<\/p>\n
In Germany, Chief Police Commissioner,\u00a0 Bernhard Witthaut, in an August 1 interview with the newspaper\u00a0Der Westen<\/i>, revealed that Muslims are imposing \u201cno-go\u201d zones\u00a0 across Gerrmany at an alarming rate.\u00a0 In Italy, Muslims have been commandeering the Piazza Venezia in Rome for public prayers. In Bologna, Jihadis have\u00a0 repeatedly\u00a0 threatened to bomb the San Petronio \u00a0because it contains a 600-year-old fresco inspired by Dante’s Inferno which depicts Mohammed being tormented in hell.<\/p>\n

In the Netherlands, a Dutch court ordered the government to release to the public a politically incorrect list of 40 \u201cno-go\u201d zones in Holland. \u00a0The top five neighbourhoods\u00a0 converted into \u00a0problem neighborhoods are in Amsterdam, Rotterdam and Utrecht. T he Kolenkit area in Amsterdam is the number one Muslim “problem district” in the country, wrote\u00a0 analyst Soeren. \u00a0The next three districts are in Rotterdam \u2013 Pendrecht, het Oude Noorden and Bloemhof. \u00a0\u00a0\u00a0The Ondiep district in Utrecht is in the fifth position. Similarly in Sweden, which has some of the most liberal immigration laws in Europe, large swaths of the southern city of \u00a0Malm\u00f6 \u2013 which is more than 25% Muslim \u2013 have become \u00a0“no-go” zones for non-Muslims and policemen.<\/p>\n

The research of Kern has to be read and understood by the officers of Indian Police in the context of what has happened in West Bengal and what might happen in the coming years , or months, in several \u00a0other parts of India. Equally important for them is to \u00a0read more about the rising\u00a0 crescendo of\u00a0 footfalls of\u00a0 the soldiers of\u00a0 IS.\u00a0 It is time that Indian police officers became familiar with what has been happening in large swathes of \u00a0Iraq and Syria , now called IS Caliphate. Not many of them know that \u00a0Abu Bakr Naji is the ideologue of al Baghdadi\u2019s caliphate and that his infamous book, The Management<\/i> of \u00a0Savagery<\/i>, has become the War Manual of \u00a0storm-troopers of\u00a0 Islamic caliphate. \u00a0The book was published\u00a0 online in 2004. It\u00a0 \u00a0was translated into English in 2006 \u00a0by William Mc Cants, who is a Fellow at the West Point Combating Terror Center.\u00a0\u00a0 The core emphasis of \u00a0Naji is on creating areas of political chaos\u00a0 by recourse to unremitting savagery\u00a0 for acquiring territorial control in \u00a0selected areas as a prelude to\u00a0 the birth of\u00a0 an Islamic state.\u00a0 And al-Baghdadi has been ruthlessly \u00a0implementing the guidelines enunciated by Naji in his tome, The Management of Savagery<\/i>.<\/p>\n
Abu Bakr Naji envisions the coming phase \u00a0of Jihad as\u00a0 the most\u00a0 critical period through with Islamic Ummah\u00a0 will have \u00a0to \u00a0pass.\u00a0\u00a0\u00a0 He argues that due to the savagery unleashed \u00a0by jihadis\u00a0 a number of regions will\u00a0 plunge into chaos because of the weakening of\u00a0 the governmental authority. \u00a0\u00a0\u00a0\u00a0At that stage a chaotic\u00a0 enclave ruled by Jihadis can be created.\u00a0 The jihadi movement should focus on strengthening the fighting spirit and self-confidence of \u00a0Muslims. \u00a0He directs that\u00a0 a concerted attempt should be made to draw the U.S. into direct military confrontation so that Americans realize that they are too weak and \u00a0located too far away to prevent the emergence of zones of savagery and chaos.<\/p>\n

Second, \u00a0Naji emphasis that the recruitment to the jihadi movement should \u00a0be boosted by carrying out spectacular\u00a0 and \u2018\u2018dazzling\u2019\u2019 attacks\u00a0 loaded with \u00a0raw savagery against the United States and\u00a0 other kaffir nations for\u00a0 promoting\u00a0 popular resentment against\u00a0 the \u00a0U.S. and other nations ruled by \u2018kuffar\u2019, i.e., non-believers.<\/p>\n

Furthermore,\u00a0 according to Naji,\u00a0 the best jihadi training takes place on the battlefield so that jihad\u00a0 can be waged across the globe.\u00a0 He advocates the training of \u00a0the youth in specific geographical zones, and the formation of \u2018\u2018a fighting society\u2019\u2019 \u00a0in \u00a0every \u00a0zone. He underlines the importance of\u00a0 creating small enclaves for\u00a0 \u2018vexatious and exhausting operations\u2019 against the enemy.<\/p>\n

Naji also addresses the needs for training cadres in non-military functions, especially in managerial skills: \u2018\u2018We will mix with hundreds of thousands of people and they will require the administration of regions by jihadi soldiers because \u00a0the\u00a0 role of \u00a0governments \u00a0is bound to diminish \u00a0in \u2018no-go\u2019 enclaves due to chaos.<\/p>\n
A close analysis of the terrorist activities\u00a0 in West Bengal and the spectacle \u00a0of multiple bomb blasts staged by\u00a0 active cells of Al Qaeda underlines the failure of\u00a0 police patrolling in the State. The connection of jihadi cells with the Bangladesh-based spies of\u00a0 Jamat-ul-Mujahideen Bangladesh \u00a0further highlights the failure of intelligence agencies\u00a0 as well.<\/p>\n
