As the calendar turns toward the final two years of the Obama\u00a0 Presidency, this is a moment to consider the world it has produced.\u00a0 There is no formal\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Obama Doctrine\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 that serves as the 44th President\u2019s blueprint for America\u2019s\u00a0 engagement with the world. But it is fair to say that\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Barack Obama\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/a>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 brought into office a set of ideas associated with the\u00a0 progressive, or left-leaning, wing of the Democratic foreign-policy\u00a0 establishment.<\/p>\n \u201cLeading from behind\u201d was the phrase coined in\u00a0 2011 by an Obama foreign-policy adviser to describe the President\u2019s\u00a0 approach to the insurrection in Libya against\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Moammar Gaddafi.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 That phrase may have since entered the lexicon of derision, but\u00a0 it was intended as a succinct description of the progressive approach to U.S. foreign policy.<\/p>\n The Democratic left believes\u00a0 that for decades the U.S. national-security presence in the\u00a0 world\u2014simply, the American military\u2014has been too large. Instead, when\u00a0 trouble emerges in the world, the U.S. should act only after it has\u00a0 engaged its enemies in attempts at detente, and only if it first wins\u00a0 the support and participation of allies and global institutions, such as NATO, the United Nations, the International Monetary Fund and so on.<\/p>\n In an interview this week with National Public Radio, Mr. Obama offered an apt description of the progressive foreign-policy vision. \u201cWhen it\u00a0 comes to ISIL, us devoting another trillion dollars after having been\u00a0 involved in big occupations of countries that didn\u2019t turn out all that\u00a0 well\u201d is something he is hesitant to do.<\/p>\n Instead, he said, \u201cWe\u00a0 need to spend a trillion dollars rebuilding our schools, our roads, our\u00a0 basic science and research here in the United States; that is going to\u00a0 be a recipe for our long-term security and success.\u201d<\/p>\n That $1\u00a0 trillion figure is one of the President\u2019s famous straw-man arguments.\u00a0 But what is the recipe if an ISIL or other global rogue doesn\u2019t get his\u00a0 memo?<\/p>\n ISIL, or Islamic State, rose to dominate much of Iraq after its armed forces captured the northern city of Mosul in June, followed\u00a0 by a sweep toward Baghdad. With it came the videotaped beheadings of\u00a0 U.S. journalists\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 James Foley\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 and\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Steven Sotloff\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 and aide worker\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Peter Kassig.<\/p>\n Islamic State\u2019s rise was made possible not merely because\u00a0 the U.S. wound down its military presence in Iraq but because Mr. Obama\u00a0 chose to eliminate that presence. Under intense pressure from the\u00a0 Pentagon and our regional allies, the White House later in the year\u00a0 committed useful if limited air support to the Iraqi army battling\u00a0 Islamic State. Without question the U.S. was behind the curve, and with\u00a0 dire consequences.<\/p>\n Islamic State\u2019s success has emboldened or\u00a0 triggered other jihadist movements, despite Mr. Obama\u2019s assurance that\u00a0 the war on terror was fading.<\/p>\n Radical Islamists are grabbing\u00a0 territory from U.S. allies in Yemen. They have overrun Libya\u2019s capital\u00a0 and threaten its oil fields. Boko Haram in Nigeria, the kidnappers of\u00a0 some 275 schoolgirls in April, adopted the ISIL terror model. U.S.\u00a0 allies in the Middle East, such as Saudi Arabia and Jordan, are\u00a0 struggling to cope with the violence spreading out of Syria and Iraq.\u00a0 Mr. Obama can only hope that the Afghan Taliban do not move now to\u00a0 retake Kandahar after he announced this week with premature bravado \u201cthe end of the combat mission.\u201d<\/p>\n The crucial flaw in the Democratic\u00a0 left\u2019s model of global governance is that it has little or no answer to\u00a0 containing or deterring the serious threats that emerge in any region of the world when the U.S. retreats from leadership.<\/p>\n In February, the crisis in Ukraine began and worsened quickly, as\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Vladimir Putin\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/a>\u2019s Russian forces occupied Crimea. Next came the Russian incursion into eastern Ukraine, with a Malaysian airliner shot down in July,\u00a0 killing 283 passengers. Through it all, Mr. Obama refused the pleas of\u00a0 Ukraine and staunch allies such as Poland to provide the Ukrainian army\u00a0 with the basic means to defend itself. He limited his support to\u00a0 non-military supplies, such as battlefield food rations.<\/p>\n The\u00a0 danger is that Mr. Putin, supported at home by a massive anti-U.S.\u00a0 propaganda campaign, will next move on Moldova or Estonia, even in the\u00a0 face of Western economic sanctions. The collapse of world oil prices has intervened to force Mr. Putin to confront his own weak economy, but the threat of Russian expansion remains.<\/p>\n In defense of his looming\u00a0 nuclear-weapons deal with Iran, Mr. Obama told his NPR interviewer: \u201cI\u00a0 believe in diplomacy, I believe in dialogue, I believe in engagement.\u201d He said Iran could be \u201ca very successful regional power\u201d that is \u201cabiding by international norms and rules.\u201d<\/p>\n Short of a\u00a0 miraculous change in the revolutionary Iranian leadership, such a\u00a0 worldview is at best willfully hopeful or at worst hopelessly naive. As\u00a0 former U.S. Secretary of State\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 George Shultz\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 has repeatedly pointed out, diplomacy and engagement are always\u00a0 good, but only if backed by a credible threat to deploy U.S. military\u00a0 resources. A fist inside a velvet glove. After five years of progressive foreign policy under Mr. Obama, the world sees the U.S. as an empty\u00a0 velvet glove.<\/p>\n The final two years of the Obama\u00a0 Presidency will thus be the most dangerous since the end of the Cold War as the world\u2019s rogues calculate how far they can go before a successor\u00a0 enters the White House in 2017.
