A Book review of R.K Ohri & J.P.Sharma’s,“The Majority Report”

I am glad and grateful to see Jai Prakash Sharma, one of the authors, CARRIED, the publishers-a unit of SAMARTH, New Delhi, for my obtaining a copy of THE MAJORITY REPORT,2013 by Shri Ram Kumar Ohri and Shri J.P.Sharma.
The dedicatory statement is heart touching. The target population doesn’t know how to gentlemen of the I.P.S clan think about them and suggested something concrete for their betterment in a constitutional way.
The 15-page long foreword of Lt General S.K Sinha with rich experience as governor of two trouble torn states of Assam and Jammu and Kashmir is factual and inspiring. He exposes the secular politicians of their dishonesty on many issues including IMDT Vs Foreigner Acts relating to Assam. His call for public debate on Sachar Committee/Rangananth Mishra Commission Reports is the need of the hour.
This book contains 10 chapters covering 1-128pp, supported by 8 appendices covering 129-207pp and an index covering 208-218pp.
The ACKOWLEDGEMENT provides what provoked the authors to undertake this piece of research work and exposed the former Minister of Minority Affairs Mr. Salman Khurshid in a press conference on 29th May 2012 on the nearly 20 million scholarships, substantial financial largesse for the minorities, viz., Muslims, Christians, Budhists, Parsis and Sikhs and excluding the worst Hindu poor. The aim of this study has been clearly spelled out using their own words, “to clear the cobwebs of the fake narratives of backwardness of the Muslim Community publicised by Js. R.Sachar. In his factually flawed report on fudged data ”.
CHAPTER HIGH-LIGHTS
Introduction:
Prime Minister Dr. Manmohan Singh’s notoriously famous policy statement on 09.12.2006 at the National Development Council Meeting on “Muslim first” was mentioned disaffectedly produced poor Hindu’s to political Pariahs a further confirmation that Hindus are a politically despised. One wonders why nationalistic leaders were unable to corner him for his unconstitutional act. These measures , viz., are reverse discrimination against poor Hindus will weaken them further.
Chapter 1:
Dynasty rule of the Nehru-Gandhi family was mentioned by a noted journalist suggesting that the family has assumed royalty so that financially distorting policies immunity from he family and the national Advisory Council (NAC).The mad competition for the minority vote by the secular parties was mentioned by promising unconstitutional benefits .One wonders why constitution abiding political parties have not protested enough? Misusing law enforcing agencies and indulging in corruption in all manners have been mentioned.
Chapyer-2:
The Muslim obsession of the Congress Party and the rule of Maulama Azad played have been touched upon. Dr. Koenraad Elst’s book , Negationism in India” was lauded for the realistic analysis of Indian politics.
Chapter-3
All relevant expects including the genesis of Sachar Committee are described. But the disenting opinion of member secretary Ms. Das associated with the Committee on some points as reported in the media have not been mentioned. Mandate of this Committee was restricted to the Muslim minorities of India and not other minorities. Js. Sachar was exposed when he failed to advise the Prime Minister regarding grave constitutional impropriety vested in 1993 in the National Minority Commission and the Prime Minister also violated Oath of Office by pronouncing on 09.12.2006 that minorities have the first right over resources. This chapter rightly raised the question : why the same package for other minorities ?
Comatose Hindu leadership and self serving careerists have also been exposed for their marked inactivity. Js. Sachar was not interested in the truth but hell bent to declare Muslims as the most backward communities. Dr. Nitish Sen Gupta’s description of Js. Sachar is apt. Col.(retired) Anil Athale rightly commented that motivational oxygen is fanned by propagating imagined minorities’ grievances /victimhood. It rightly questions, “can policy of exclusive development of 20% minorities be called inclusive development ?” also “….the grinding wheel of reverse discrimination against the majority community continues unabated because truth is anathema to Sachar Committee and the today’s rulers”. The committee had relied upon the representations of interested Muslim groups rather than on data available in the public domain, the opaque nature of the Committee was exposed when it refused to hear a memorandum submitted by the Patriots’ Forum , New Delhi. Dr. Sanjay Kumar’s research findings conclude: that at a national level, it is the very poor class among Hindus is more than when compared to the Muslims. Js.Sachar’s anti-Hindu mind-set is exposed by his own statement “how does it matter which population is the largest”. So why did his family members migrated from the newly created Pakistan to the residual India in 1947 ?
Misleading data that only 4% of Muslim Students study in Madrasas has been rebutted by Dr. Arjumand Ara, a Muslim scholar. This chapter concluded with the findings of Dr. Farrukh Saleem of Pakistan highlighting under development Muslims across the World.
Chapter-4
This chapter lists the largesse to the favoured minorities in the form of Scholarships to differential interest bearing loans for studies and setting up of business/industrial organizations. Nearly two crore scholarships are out of bound of the poor Hindus. But if Hindus convert to other religions , can they be eligible ? This also was pointed by a judge of Allahabad High Court that it will promote conversion. One wonders if any M.P raised this matter in the parliament. Besides the very announcement of minorities (read Muslims) have the first right on the sources should have been made an election issue. The names of Hindu leaders mentioned in this chapter need be sent a copy of this book ( The Majority Report) for their enlightenment .
According to a Delhi publication, Abhay Bharat, the size of Muslim minorities is three times those of other minorities put together. This shows that the Muslims will be enjoying 75% of benefits.
The Tendulkar Committee has estimated 35-36 crores as the Hindu poor who are left out of these benefits.
Chaper-5
Sachar Committee deliberately avoided why Muslims don’t adopt small family norms to improve their status and participate in female workforce and thereby help women’s empowerment. It discusses the plight of ‘other Hindus’ or the upper caste Hindus’ trials and tribulations including that of Brahmins. The Sachar Committee had no sympathy for the farmers –overwhelmingly Hindus for their poverty or mass suicides. It has invoked Will Durant’s book by quoting Allauddin Khilizi that Hindus will not be submissive unless reduced to poverty. The recommendations of Sachar Committee precisely want to bring that . It has raised very important question: “…..what was the possible reason for not treating the Hindu poor on par with the members of the five prosperous minorities groups ?” It has given the possible fall out on the unconstructional policy even if continued for next five years this may also lead to conversion of poor Hindus to other faiths. This was echoed by a justice of Allahabad High Court. It also raises the question when the Sachar Committee did not study communities other than Muslim, why largesse were to them ?
Chapter-6
It has pertinently raised 16 questions to be answered by Js.Sachar , Salman Khurshid and members of National Advisor Council. Why MPs of BJP and Shiv Sena and others silent ? this is also exhorted common Hindus to put these question to their local MPs , MLAs and aspirants for these. .
Chapter-7
This deals with some constitutional aspects . Noteworthy is the Sachar Committee has ignored the maxim “:Greatest good to greatest numbers without injustice to any group i.e. BAHUJAN HITAYA BAHUJAN SUKHAYA” .It lists four policy principles. By implementing Sachar Committee recommendations, the policy of Right to Equality enshrined in the Indian Constitution has been thrown to the winds.
It fixes the responsibilities on three entities viz.,“(1) Power hungry politicians (2) Muslim lobbyists and (3) Comatose Hindu leadership and disorganized masses. The role of Jaychandi Hindus has been mentioned in brief.
It has invoked a saying of Winston Churchill. But the reviewer begs to disagree on the premise that (sic) “Efficient foreign rule is no substitute to inefficient self rule”.
CHAPTER-8:
It has quoted Suresh Tendulkar Commiteee Report to obtain the magnitude of poor Hindus in India as about 35crore living below poverty line and this group has been declared in-eligible for the 2crore scholarships and other benefits. These money comes from Tax Payers. May I arise a question: if taxes / revenue can be collected without any reference to caste or religion, i.e. without any discrimination , how it can be spent in such a blatant discriminating manner? Unfortunately in India, the Tax Payers association is not strong. But what our M.Ps are doing?
This chapter reminds the Hindu valour in history , how they protected their faith and faced various excruciating conditions. It is time, they should revive that now and give up passivity. It concluded that the massive favour shown to the five minority religious groups is without justification. This justification was provided by Sachar Committee and Ranganath Mishra Commission Reports.
CHAPTER-9:
The reviewer welcomes the need for a National Accountability Tribunal to punish all those responsible for the monumental fraud on the poor Hindus by implementing Sachar Committee Recommendations. But this should be done through the Supreme Court. Sri P Deibamuthu, Editor, Hindu Voice, Mumbai, is trying to file PLI at the /Mumbai High Court/Supreme Court on this score .He should be supported morally and financially. Sachar Committee Report was prepared without proper or lack of data .
CHAPTER-10 (EPILOGUE):
This gives the sad spectacle of 80 percent majorities were marginalized by a 3:2 decision of the Gujarat High Court in favour of implementing Sachar Committee Recommendations
